Regional Land Transport Plan for Northland 2021-2027 (2023 Review)

The Regional Land Transport Plan 2021-2027 (three year review) (referred to as this plan or the RLTP) is prepared by the Regional Transport Committee under the provisions of the Regional Land Transport Amendment Act 2003. It is a requirement that every six financial years, each Regional Council must ensure the relevant Regional Transport Committee prepares a new Regional Land Transport Plan. The plan must be reviewed every three years.

The plan contains strategic elements (shown in Part 1 Regional Land Transport Strategy -Te Ruataki Haerenga Waka a Rohe) and a proposed programme of works and financial forecasting (shown in Part 2 Regional Land Transport Programme Ng Kaupapa Haerenga Waka a Rohe').

Public consultation

The public consultation on the RLTP took place from 16 February 2024 to 15 March 2024. During this time both online and in-person 'Have Your Say Events' were held to engage directly with the community and gather feedback. We received many submissions and are grateful to all those who took part.

We were then required to open a new, limited consultation on specific changes to the State Highway safety proposals due to changes in government priorities and funding. This consultation period was open from 15 May to 29 May. Thank you to all those who provided submissions.

All submissions were collated into a report for consideration by the Regional Transport Committee at deliberation sessions.

Deliberation Sessions

The Regional Transport Committee then conducted sessions to review and consider the Submission Report. The Committee incorporated many points and decisions from the submission and these sessions into the final document.

The final Regional Land Transport Plan has now been submitted to the New Zealand Transport Authority - Waka Kotahi for funding consideration.
